まず連邦政府。

国務省 - 東アジア太平洋局、USAID, EWC　等々。
国防省　- PACOM　等々。
国家安全保障省　- USCG
内務省　- 島嶼局 自由連合協定担当　等々。
商務省　- NOAA　漁業局　気象局　等々。

片や数百とか数千の人員規模。片や大臣と審議官の２人だけみたいな世界。
