自由連合協定とは何か。
後で（いつか）きちんと書きたいと思いますが、今日は朝からニューヨーク在住のフランシス・ヒーゼル神父とメールでディスカッション。
神父が昨年出したミクロネシアの経済に関する報告書とニュージーランドの法務省が出した報告書は「自由連合」を理解するのに重要。下記にその重要だと思う部分を書き出します。
ヒーゼル神父の報告書は、島嶼経済の現実を示しつつ、経済的自立なんていつまでも非現実な事を言ってないで、極小島嶼国を国際的な離島問題として、永遠に援助する対象ととらえた方がよいのでは？国家の中の福祉政策と同様で、支援対象であっても、主権は尊重されてよい、という内容。
同様の主張を笹川太平洋島嶼国基金２代目運営委員長にして、東大名誉教授の渡辺昭夫教授もされていました。
ヒーゼル神父はカソリック、イエズス会の神父ですが、歴史学、経済学、社会学の本をたくさん出しています。本当に神父様？ってみんな思うらしい。ADBの委託調査も行い、援助機関、それ自体が目的化していることもお見通しです。
"The new view of foreign aid to the Pacific embraced here is simply an extension of a sense of responsibility that many accept for their own fellow citizens. Just as the state in modern liberal economies has taken on the responsibility of offering some assistance for individuals who cannot provide entirely for their own support−through government-assisted, low-rent housing; basic medical coverage for indigents; food stamps; and other benefits−
so the world community is being challenged to do the same for hard-pressed nation states throughout the world." (p27-28)

これに近い制度がニュージーランドが国連の提案した自由連合。クック、ニウエと締結している自由連合は両国の外交も国防もニュージーランドが管理するものではなく、協力を依頼されたら支援します、という内容。ここはニュージーランドも国際社会も大きく誤解してきたらしい．
"Thirdly, a peculiar provision in the Constitutions of the two Associated States declares that the responsibilities of Her Majesty the Queen in respect of external relations and defence remain unaffected by the relocation of law-making power in the respective legislatures. That provision was, in the early years after self-government, the subject of some misunderstanding in New Zealand and internationally. Now it is widely understood that the effective source of advice to Her Majesty the Queen in right of New Zealand on Cook Islands and Niuean matters are Her Cook Islands and Niuean Ministers. As with the emergence of the older Commonwealth States as autonomous members of the international community, this position was reached by the evolution of constitutional conventions."

大英帝国の遺産か、国際政治の秩序を維持する機能？アメリカがボストンの港にお茶と共に投げ捨てた制度ですよね？米国とミクロネシアの自由連合で、米国が今やっているような横暴を阻止するためにもHer Majesty the Queenのような権威が必要か？
答えはまだいただいていない。そう言えばHer Majesty the Queenはイギリス国教会の首長でもある。カソリックを追い出したんだった。
