日本財団供与監視艇がパラオで活躍 ベトナムの違法船を拿捕 [2014年11月10日(Mon)]
日本財団が供与した監視艇Kabekel M’tal とinflatableの監視艇が11月5日、住民からの通報を受けてパラオ北部のカヤンゲル州に向かい、3隻のベトナム船と38人の乗組員を逮捕。
船内にはナマコ、タイマイ、ロブスターの他にダイナマイトが4つ隠されていたという。
パラオでは10月28日にアイライ州で28名のベトナム船員を逮捕したばかりである。

以上は下記の記事からですが、当方が10月にパラオ入りした際もフィリピンの違法船が拿捕され港にありました。氷の下にマグロが沢山隠されていたそうです。また台湾漁船を海賊が襲うという事件もパラオEEZ内であったそうです。海賊は初めてのケースだとか。

違法操業が増えた、というより、今まで放置されていたのかもしれません。それがここに来て、沿岸用監視艇が供与され、大統領も違法操業を優先課題に上げ、日米豪の関心も高まり。。。これは憶測です。

日本財団の供与艇が活躍した事も、取締が厳しくなる事も良い事だとおもいますが、パラオの海洋法執行官は24名(正確な数字ではありません)。日米と比較してみましたが、パラオの執行官一人当たりのEEZ負担は70〜90倍。

Three Vietnamese Boats Detained For Illegal Fishing In Palau
Vessels captured in Kayangel State following citizen tip

KOROR, Palau (Island Times, Nov. 7, 2014) – Three Vietnamese boats with some 38 crew were apprehended by Palau authorities on Wednesday, November 5, 2014.

Bureau of Public Safety (BPS) Division of Marine Law Enforcement Chief Thomas Tutii said they received a call around 9:15 Tuesday from a concerned citizen regarding the presence of three foreign fishing vessels at Velasco Reef in Kayangel State.

He said that they immediately dispatched to the area three boarding parties aboard the Kabekel M’tal patrol vessel and the new inflatable patrol vessel donated by Nippon Foundation.

Tutii said the DMLE was assisted by personnel from the Division of Fish and Wildlife, Division of Drug Enforcement, and Kayangel Rangers.

The DMLE Chief said that later that day they received another report informing them that there were five boats in the area.

"We then dispatched the PSS Remeliik to assist in the operation," Tutii disclosed.

Tutii said the three Vietnamese fishing vessels were apprehended by the patrol boats around 3:00 in the afternoon of Oct. 5.

"Because of the later report that five boats were in the area, we made an aerial survey aboard the Palau Mission Aviation plane to make sure no other boats escaped. Except for the three earlier captured, we did not see any other foreign fishing vessel there," he said.

Tutii said that the Vietnamese boats were carrying sea cucumbers, 2 Hawksbill turtle, and live lobsters when caught.

Tutii said that they also discovered four dynamites in the Vietnamese boats. A team will go to the boats today to check for gunpowder and other explosives," he said.

He said the boats were escorted to the Marine Law Dock where they are anchored and tied up.

The 38 Vietnamese, many of them in their early 20’s, were checked by personnel of the Communicable Diseases Unit (CDU) of the Ministry of Health (MOH) yesterday morning at the abai near the Marine Law building.

Tutii said that a team will go aboard the Vietnamese boats to check and document the sea cucumbers and other stuff aboard them.

He said that they are planning to file Illegal Entry, Fishing Without a Permit, and other charges against the Vietnamese fishermen.

Quảng Ngãi is a province in the South Central Coast region of Vietnam, on the coast of South China Sea. It is located 883 kilometers (549 mi) south of Hanoi and 838 kilometers (521 mi) north of Hồ Chí Minh City.

In a brief interview, the fishermen stated that they came from Quang Ngai Province in the southern part of Vietnam

The apprehension of the three Vietnamese boats came in the heels of the capture of two Vietnamese vessels with 28 crew off Airai State on October 28, 2014.

In March of this year, Palau apprehended eight Vietnamese fishermen illegally fishing at a protected area in Kayangel State. The fishermen, who were also from Quang Ngai Province, were later released and repatriated back to Vietnam after they pled guilty to illegal fishing and received one year suspended sentence.
