Law of the Sea Institute Conference - 2011年11月28日〜12月2日 The Limits of Maritime Jurisdiction 「海洋管轄権とその範囲」への参加

当会議はカリフォルニア大学バークレー校Law of the Sea Institute と韓国海洋研究所（Korea Ocean Research & Development Institute -KORDI）が共催し、今回は上記二団体と会場となったウーロンゴン大学オーストラリア国立海洋資源安全保障センターが主要スポンサーとなって開催された。
Law of the Sea Instituteno年次国際会議は今回で第6回を数える。
今会議の論題は「海洋管轄権とその範囲」として全体で10のパネルに分かれパネル毎の副論題（以下のプログラム参照）に沿って各パネリストのプレゼンテーションに続き活発な意見交換、議論が行われた。各パネルでは以下のトピックを含む非常に多岐且つ広範にわたる海洋管轄権に関わる問題を取り上げ議論が行われた。
・海洋の境界画定における島の役割（尖閣列島・沖ノ鳥島への言及あり）
・管轄権・境界画定に関わる紛争；海洋の安全保障と海洋管轄権の範囲
・海面上昇等環境問題とオーシャンガバナンス
・北極海、南極海における管轄権の拡大等
当財団の秋山会長はパネル7の議長を務め、林特別研究員はパネル2のパネリストを務めた。

なお、当財団とも非常に縁が深く、ハワイ大学教授でカリフォルニア大学バークレー校のLaw of the Sea Instituteの主要メンバーとしても当会議を支えてきたJon M. Van Dyke教授が今会期中に急逝されました。心からご冥福をお祈り申し上げます。
