- Who’s right of choosing language in media? -
“Use of Pidgin in News Media” from New Hebrides Advisory Council, 22nd Session in 1971

Over the last few weeks I have been reading the Proceedings of the New Hebrides Advisory Council. The Council was established in 1957 and held meetings almost every year during the time of the English and French Condominium. (Jackson, 2008)
My purpose is to find out how telecommunication , including post, radio and broadcast, was discussed and developed in the past as part of a background history of Vanuatu Telecommunication. However, I found an interesting argument on the “Use of Pidgin in News Media” from the 1971 22nd New Hebrides Advisory Council Session and I would like to summarize it.
This record tells us how language in media was discussed under the colonial administration, and how “Bislama”, which is now one of the official languages in Republic of Vanuatu, survived in the media.


According to the Proceedings, Archdeacon Rawcliffe, a member of the Advisory Council, suggested the use of “bichelamar” (Mr Rawcliffe’s use of “bichelamar” is hereafter called by its common expression “Bislama”) as one of the languages to be used in the news media. He explained his reasoning as thus:
• Bislama is a language in its own right.
• It is a mistake to think of it as a form of English; a debased form of English.
• It is in fact a cultural achievement of New Hebrideans in the past.
• It is not something which has been evolved by Europeans.
• This is shown clearly by the fact that although the roots of the words are mainly English the grammar is entirely “Melanesian”.
• This is why he prefers some other name and not that of pidgin English.

Then Archdeacon Rawcliffe concluded;
“It is easy for English-speaking people to view this language as a form of English and therefore to think of it as being “quaint” or “funny” but once you look at it as a language in its own right and not as a form of English you view as something that should continue to exist as a lingua franca.”
He also suggested that Bislama needed an orthography rather than use English spelling, as PNG done.

At this moment I do not know who Archdeacon Rawcliffe is nor the background of this theme. I can only assume that the reason Archdeacon Rawcliffe made a motion on this issue was because of negative actions or opinions on the use of Bislama on Radio programs around 1970.

M. Delacroix, an ex-soldier and French businessman, disagreed with Mr. Rawcliffe’s argument and argued that Bislama should not be the third official language. He also suggested that speaking Bislama will be a disadvantage in the future.

“These who in this country will speak Bislama in future times rather than another language will see themselves cut off from several outlets and will find themselves limited in modern society”


Mr. Seagoe, A British District Officer, support Archdeacon Rawcliffe such as:

“… if we limited the language to English and French, 75% of the population and more will not understand what is going on in radio Vila. … broadcasting service is of more importance to the New Hebrideans than Europeans …”


Mr. Abbil, who in 1971 held a position at the New Hebrides Cooperative Department, suggested to use pidgin English on the Radio for some fifteen to twenty years when the Ni-Vanuatu could speak a major language (I assume English or French). He did not support Bislama as a full language in its own right.

Mr. Kalkoa, supported the use of Bislama on radio, and also made an indirect political comment for the future.

“.. I tend to think that the pidgin which is at present use in the Radio Vila is not up to the standard and I am afraid the Melanesian on Radio Vila need better training in this language”
“.. I should like to see pidgin English maintained, as far as this group or territory is concerned as we never know what may happen in the future”

He may have been referring to future independence and what may happen. Both Papua New Guinea and Solomon Islands obtained their independence in 1975 and 1978 respectively. I assume that the possibility of independence was discussed in Vanuatu in 1971 when this council was held.

Father Leymang, a Ni-Vanuatu Catholic priest, agreed with Archdeacon Rawcliffe argument for the use of Bislama in media, but “it should be second language between the islands to awaken people as to their belonging to a greater sphere from a political point of view..” and “..but (not) make pidgin into a written language and to an official language..”

Interestingly, Father Verlingue, a French Catholic priest, noted that one could not use either French or English as a base for the written Bislama language, decribing them as the worst languages to use for Bislama.

At the end of discussion the Council did not make a decision on the use of Bislama on Radio or not, and they also did not make a decision on an official language or not. The President of Council, Mr. Allan, noted that a vote would not be taken, and that the matter should be left to Information Services in preparing a recommendation to the Resident Commissions based on the debate.

- Discussions -
At this moment I do not have any knowledge and information of the background of this theme and the background of the members of the council, so my discussion will be very limited.
The majority of the Coouncil members held a negative impression on the use of Bislama as a lingua franca, while a few agreed to use Bislama only for their convenience. The exception was Archdeacon Rawcliffe who defended the right of Bislama’s use as a lingua franca

I focused on comments on Mr. Kalkoa who became the first President of Vanuatu (as George Sokomanu). He expressed a very strong political message about the uncertain future, which I can read from his indirect expression that there is the possibility and/or willingness of independence - in other words “self-determination”. So I would like to suggest that the Ni-Vanuatu were not passive in choosing or using whatever language in the media and their future. By 1971 they already had assertive intentions.

Also I need to study the Vanuatu independence movement more precisely, however, even with my limited knowledge, it is seen that Radio Vila had a great influence for the making of the identity and unity of Vanuatu, a country which has a great diversity of culture (Bolton 1999). Radio also had an important role for the independence movement (Lini 1980). In this sense this discussion on the determination of using language in the media is very important both culturally and politically.

Last but not least, I joined “Yumi Toktok Stret”, which is a Facebook of the Vanuatu people, to help my understanding of their social and cultural issues. I observed that members are using English, French and Bislama for communication in this FB. I feel they prefer to use just Bislama which I can not understand, but I feel good to see they use it, just as we Japanese use our own language in FB.

<“Princess Jeannie”現れる>
パラオの美しいリーフ内に突然、クルーズ船 “Princess Jeannie”が出没。しかも記事(*1)によれば錆だらけの船で、海洋ではなく川用のクルーズ船だという。
中国本土の旅行社所有である同船をパラオに運行してきた船員は飛行機でパラオを飛び立ったという。
噂は広まり、廃棄のためにパラオに持って来たのではないか?とか、カジノのためではないか?とか、大物政治家が絡んでおり調査が進んでいないとか。。。現在も“Princess Jeannie”の正体は明らかにされていない。

<ISB Management Ltd.>
記事によるとこのクルーズ船はパラオ船籍だという。
しかも登録は明日11月25日に切れるという。なぜ登録期限終了直前に、パラオに運ばれたのか。これも謎の一つ。
パラオの便宜置籍船制度が開始したのは2012年。この登録制度を管理しているのが1988年に設立されたISB Management Ltd. という世界に展開する便宜置籍船登録企業だ。


<便宜置籍船の起源>
話が少し飛ぶがISB Management Ltd.が1988年に設立されたとあったので思い出したのがマーシャル諸島の件。
wikiによると便宜置籍船の起源は1920年代の米国。船員の賃金上昇と登録規制強化に辟易した船主がパナマ登録をした事がきっかけ。

太平洋島嶼国で便宜置籍船を始めたのは1986年のマーシャル諸島ではないかと思う。1986年ーマーシャル諸島独立の年である。しかもブッシュ大統領の友人であり、自由連合協定交渉者のFred Monroe Zeder IIが立ち上げ、息子に運営させたという話である。(*2、3)

“Princess Jeannie” 関係者にブッシュの息子がいる、とこれも噂だが聞いている。ブッシュといえばテキサス。Fred Monroe Zeder IIもテキサス。
関連性は確認していないが、今議論されているパラオ北部カヤンゲル州での海底鉱山開発もテキサス州の会社が絡んでいる。人身売買を摘発したローズ司法長官が更迭された後、8月新たに司法長官に指名されたのもテキサス州出身のジョン・ブラッドリー氏。そして4月にはテキサス州リック・ペリー知事がパラオを訪問。名誉市民として表彰された。*4

実は、中国よりテキサスの方が脅威かもしれない。
映画『パリ、テキサス』ならぬ『パラオ、テキサス』。こちらもなんだか映画のような話である。

Chinese cruise ship presence stirs surprise, speculations

Palau is abuzz with speculations over the coming of 250-room cruise ship from Mainland China.
The “Princess Jeannie”, which is reportedly owned by a Chinese national, arrived in Palau last week and is currently anchored near the Rock Islands.
There are speculations that the ship is intended to be a floating casino/hotel owing to the fact that it is equipped to operate a casino.
According to the website of China ETours, a local Chinese travel service, states that the “Princess Jeannie” together with sister ships “Princess Sheena” and “Princess Elaine” were built in Germany in 1993 and operated by the China Regal Cruises (CRC).
The only all 5-Star western managed Yangtze River cruise company, the CRC was the first Yangtze cruise company to gain the coveted 5-Star designation from the Chinese National Tourism Bureau -- and remains the only western managed cruise company to have the 5-Star designation for all ships in its fleet.
The China ETours website further states that “the ship has marketed the first and only cruise fleet to bring European - standard inland waterway cruise ships to the Yangtze River.” Also it says that the three RCC Princesses - Jeannie, Sheena & Elaine offer high quality services and events available for travelling the Three Gorges and other famous sights along the Yangtze River.
According to the same website, the three ships were built by the German shipbuilding company Elbewerft Boizenberg and enetered service on November 1993. Weighing 5,936 tons and 425 feet long, the ships can carry 258-270 people.
The China ETours website said that the “Princess Jeannie” and her sister ships feature: Fully stabilized: quiet operation and highest safety standard; lateral docking ability w/ 360 - degree - turn bow thrusters; furnished full outer decks (3,4 & 5) ;German - standard water purification and sterilization; central Air Conditioning and most advanced navigation equipment on the Yangtze.
The mystery surrounding the ship was further heightened by the report that its 20-man crew left Palau on board a China Airlines flight on Sunday, November 16, 2014.
An official at the Division of Marine Law Enforcement said that he saw first the vessel on Thursday, November 13, 2014. The vessel could be clearly seen from Malakal, Koror.
“We were surprised by its presence. A boarding party was sent and it was found out that the ship is dirty inside and outside with rust clearly visible,” he stated.
An official of the national government confirmed that the ship was once eyed as a solution to the possibility of hotel room shortage during the 45th pacific Island Forum (PIF) summit which Palau hosted from July 29 to August 1, 2014.
But according to the same official, the national government has no knowledge and does not have a part in its surprise coming last week.
“We were caught by surprise,” he said, while disclosing that the matter is under investigation.
He said that a Palauan, believed to be the local partner of the Chinese owner, is being investigated for his role in bringing the ship over here.
The Bureau of Immigration is also in the process of conducting their own review of the ship and its documents.
Hayes Moses, Director of the Bureau of Commercial Development of the Ministry of Public Infrastructure, Industries and Commerce (MPIIC), was quoted as saying in a report that came out in another newspaper that the ship which traveled from the Chinese city of Shanghai came to this island nation flying a Palau flag.
Moses said that a ship flying the Palau flag is not authorized to operate inside the waters of the island nation.
The BCD Director was further quoted in the report as surprised why the Palau International Shipping Registry allowed the ship to travel from Shanghai to Palau with the ship registration about to expire. According to him, the “Princess Jeannie” registration was set to expire on Nov. 25, 2014.
The Palau International Shipping Registry is managed by the ISB Management Ltd.
Moses said that when his office inspected the ships’ documents, the ship’s charter states that the “Princess Jeannie” will be based in Palau providing tourists’ cruise to the Federated States of Micronesia (FSM) and the region.

在ミクロネシア連邦日米豪大使との会談 [2014年11月18日(Tue)]
10月に実施したミクロネシア連邦及び、パラオ出張。相変わらず羽生会長から「行って来い」の一言で具体的な指示がない。羽生会長とは2008年以来。あうんの呼吸とまでは言わないが、察しはつく。
結果、かなり濃い情報収集、工作活動(状況を好転させる)ができた。


<豪州の仮想敵国ー日本>
ミクロネシア連邦では日米豪の大使と夫々1時間以上の会談となった。
特に豪州大使Terry Beven博士との会談は、笹川会長、羽生会長も気にされている豪州の対日海洋安全保障に関する保留的態度を大きく変える成果を得られた。

このブログで何度も書いているように、豪州の仮想敵国は日清戦争以来日本なのである。勤勉で優秀な日本人だけにはオーストラリアに、太平洋に出て来て欲しくないのだ。
悪名高き人種差別政策「白豪主義」とは「日本来て欲しくない主義」なのである。

第一次世界大戦で日本がミクロネシア諸国を領有した事も気に入らなかった。2008年に笹川平和財団がミクロネシア海上保安事業を始める、と言っただけで当時のラッド政権はパラノイア的反応を示した程だ。中止すると宣言していたPPBPも継続する事になった。

会談内容の詳細は書かないが、豪州のBeven大使には日本財団、笹川平和財団の事業の背景から現状、展望まで全てお話する事ができ、大使から就任以来初めて海洋安全保障の中身のある話ができた、と感激いただいた。(外交辞令でも嬉しい)

豪州もPPBPに2ビリオン予算措置しただけで、何も具体案が出ていない矢先だったのだ。
先週キャンベラでPPBPに関する会議が開催された。国防省太平洋ニュージーランド担当トップの方から、日本財団、笹川平和財団の活動を全面的に支持、PPBPとは協力関係にあるとのコメントをいただいたので、当方の工作活動は効を奏したものと満足している。


<日本の海洋安全保障を担う2つの庁>
ところで、米豪大使、及び大使館職員からよく聞かれるのが、海上保安庁って何?水産庁って政府組織?なんで民間団体(日本財団、笹川平和財団の事)が関与しているの?という質問である。これ、この事業が開始して以来繰り返される質問だ。

さすがに、尖閣で海上保安庁の存在は世界に知られるところなり、その質問はなくなったが、水産庁の存在は未だ霧の中。で、これはもう得意になって話して来ました。

「水産庁におよそ44隻の取締船、飛行機もあるんですよ」と言うと目を丸くする。
「水産庁は戦後まで農林省の一部局、水産局だったんです。それを水産庁にしたのは誰だと思います?貴国です!本当は水産省にしろとリクエストされたんですよ。」

米国も反日、排日の要因となった日本の漁業(ブリストル湾事件)がまさか農林省の一部局だったなんて驚いたのではなかろうか? 水産省設置を提言したという、戦後作成された「米国漁業使節団報告書」は一度読んでみたい。


<日本の海洋安全保障レジームは戦後処理の結果>
これら2つの庁、法執行機関が日本の実際の海洋安全保障を戦後担って来た、それは、「貴国が日本の軍事力の手足を縛った結果に他ならないのです。」と言うと、これもまた多少の驚きをもって受け取られる。

皮肉な事に、戦後の特殊な日本の海洋安全保障レジームが、現代の多様化複雑化した海洋安全保障にしっくりなじみ、日本が世界に主導的役割を示す可能性がある。
EEZが発効したのが1994年、まさに冷戦終結後と同時。即ち、世界の安全保障再構築が始まろうとの時。
「私たち(日米豪)は、まさに海洋における法の支配、海洋安全保障の新秩序構築を協議すべき時なのです。」
と会談では締めくくった。


<日米豪に共通する話題ー海と安全保障とジェンダー>
米国大使館担当者(女性)は
「始めてまともな海洋政策(フィロソフィー、ポリシー)について話せた。安全保障の会議で出てくるのは男ばかり。船の装備や配置の、ロジスティックの話しかしない。しかも女が海や安全保障の話をするのを嫌がるし。」
こちらは外交辞令と言うより本音であろう。私は笑いながら大きく頷いた。

米国大使(女性)は私が船をshe, sheと言ったので
「なんで船はsheなのかしら?」
と質問された。
「わかりませんが、でもこのいい方気に入っています。」
と応えたら、これも"So do I!" と大きく賛同された。
「海」の漢字の話もすればよかったかな?


モディ首相、習国家主席のフィジー入り [2014年11月16日(Sun)]

ブリスベンで開催されているG20を終えたインドのモディ首相と中国の習国家主席は今週相次いでフィジー入りをする。
インド首相のフィジー入りは1981年のガンジー訪問以来。

下記のコメントでは両国のフィジー入りは海洋覇権を狙う中国への牽制、とある。そうであれば、フィジーの人口の半分を占め、経済も握っているインドは優勢であろう。

<フィジー vs 豪州NZの問題>
さて、現在フィジーが抱える問題が豪州、NZとの関係である。
軍事政権はけしからん、と話し合いも拒否し、PIFからフィジーを追い出したのは豪州である。
政府高官の入国禁止という制裁までしていた。豪州は9月のフィジー総選挙で民主国家となったという理由で急に接近。そしてPIFへのメンバーシップも回復と提示したが、今度はフィジーが豪州、NZが牛耳っているPIFに戻る気はない、と突っぱねた。来年早々オーストラリアで地域枠組みを巡って協議が行われる事になった。日本は首を突っ込まない方が良さそうだ。

PIFは初代首相カミセセ•マラ閣下が、1947年にできたSouth Pacific Commission (現太平洋共同体)が旧宗主国主導で島嶼国の声が反映されない、との意識から島主導の組織として立ち上げたものだ。当時豪州、NZを入れるかどうか、苦渋の決断だったようだ。結果として豪州、NZが90%以上の予算も管理も主導する形となってしまった。

90年代初頭からPIFの動きを見ている。PIFの在り方に関しては、島嶼国がイニシアチブと取りきれなかった、不甲斐なかった、という見方もできないわけではない。
他方、このように旧宗主国が前面に立って牛耳っているのは太平洋だけである。アフリカ、カリブ、アジアの地域組織で旧宗主国がメンバーになっているところはない。豪州NZのリーダーシップの取り方が不味かったという見方もできるだろう。ミクロネシアのサブ地域枠組みが出来た背景もここにある。


<フィジーを支援するBRICS諸国>
さて、PIFを追い出されて地域での場を失ったフィジーはヘコタレていなかった。新たな地域組織を立ち上げたのである。当時のフィジーの状況に多くの島嶼国が共感し、支援参加があった。それだけではない。島嶼国の国際舞台での票のパワーをBRICSも目をつけた。以前より関係はあったが、これらBRICSとの関係が一機に強化される結果となったのである。よって今回のインド、中国トップのフィジー入りもその流れである。
加えて、2011年にフィジーは非同盟諸国に加盟している。

<日フィジー関係>
さて、日本とフィジーの関係は?
日本は1970年フィジー独立と共に国交を樹立。当時は五島昇氏など経済人が活躍されていたと思う。1988年、笹川平和財団が主催した「太平洋島嶼国会議」にはカミセセ•マラ首相を招聘。その後北京にもお連れしているはずである。
バイニマラマ政権を支えるのが在日大使の経験のあるラツ・イノケ外務大臣である。情報大臣の経歴もあるイノケ大臣は積極的に情報発信をしており、世界を飛び回っているご様子が確認できる。しかし、訪問先は中国、韓国、アラブ諸国が多く、日本が一切出て来ないのが気がかりでもある。
パラオでベトナムの違法漁船が後を絶たない+水産庁取締船カムバックtoパラオ [2014年11月15日(Sat)]
11月5日にパラオ北部のカヤンゲル州でベトナムの違法漁船が拿捕されたニュースは以前お伝えした。その後もベトナム漁船は同地域に出没しており11月8日にも拿捕された、というニュースである。下記にコピーします。
日本財団が供与した“Kabekel M’tal”と"Bul"の警備艇、及び豪州が供与したレメリックが活躍。

ベトナムの違法漁船、後を絶たない、というか完璧にパラオをなめてかかっているとしか思えない。
それにカヤンゲルの州知事のコメントを読むと、彼らが夜来て昼間には帰ってしまう、と知っているので、常習犯である事も想像できる。

こうなるとEEZどころではない。沿岸保護を掲げるミクロネシア•チャレンジだって絵に描いた餅、という事になる。

と、ここまで書いて、日本の外務省がしっかり仕事をしていれば水産庁の取締船「みはま」がパラオにもうそろそろ戻って来るはず、とまとめようと思ったら、戻ってました。
下記にニュースをコピーします。今度はレメリックと共同作戦を展開するようだ。
水産庁の取締船「みはま」は、日本外務省の作業が滞っているため、未だ法執行(パラオの法執行官を乗船させるシップライダーの形になると思う)ができない。未だ遊覧船状態なのだが、それでも抑止力、情報収集という点から、パラオ政府に高く評価され、期待されている。10月のパラオ出張の際、皆さんから感謝されました。

PALAU AUTHORITIES CAPTURE 3 MORE VIETNAMESE FISHING CRAFT

Three more Vietnamese fishing craft were apprehended by Palau authorities while inside a conservation area off Kayangel State.

The latest incident brought to eight the number of Vietnamese fishing craft apprehended by Palau authorities since last month.

Kayangel Governor Jeffrey Titiml disclosed that Kayangel State Rangers and Marine Law personnel aboard the patrol boat “Kabekel M’tal” went to Ngeruangel Marine Reserve evening of Friday, November 7, 2014 on the lookout for illegal fishing activities in the area.

“These Vietnamese boats usually fish inside the conservation at night and then leave the area during the day,” he noted.

According to the Kayangel Governor, authorities initially spotted three contacts that evening. “Hours later, the number increased to six,” Titiml said.

Titiml said that they called Marine Law for backup and waited until Saturday morning to initiate the operation to chase and capture the contacts, which were identified as foreign fishing vessels.
Titiml said that the patrol boats PSS Remeliik and “Bul” responded to the area, and together with “Kabekel M’tal”, caught up with three boats, which were identified as coming from Vietnam. The other three contacts were able to slip away.

According to the Governor, the three Vietnamese boats were apprehended late afternoon of Saturday, November 8, 2014 between Ngkesol and Ngerael Reefs.

He said that drums filled with sea cucumbers, lobster and reef fish were found on the boats.
Titiml said the crew of the three Vietnamese boats minus their captains was transferred to the patrol vessels. There were 43 Vietnamese aboard the three boats. Their place of origin has not yet been ascertained.

“The captains together with boarding (steaming) parties remained with the boats as they were being escorted towards Koror,” he disclosed.

While underway, one of the boats suddenly erupted in flames and sank. Titiml said that before the fire erupted the smell of fuel was noticed by some of the apprehending authorities.

“The boat was slippery and there was smell of diesel,” he pointed out.
The remaining two boats and their escorts arrived at the Marine Law Dock on Sunday morning, Nov. 9, 2014. The captured boats remain anchored at the Marine Law Dock.

Titiml said the Division of Marine Law and Kayangel Rangers were assisted in the operation by Ngarchelong Rangers and personnel from the Division of Fish and Wildlife and Division of Drug Enforcement.

The Kayangel Governor then appealed for firearms to be provided to the Kayangel and Ngarchelong Rangers.
“It is hard for the Rangers to go after those foreign boats illegally fishing in our areas because of lack of guns,” he pointed out.

Titiml cited an incident on the night on Nov. 11 where the Rangers were unable to chase and capture several contacts, which were believed to be foreign fishing vessels illegally fishing in his State, because of the lack of firearms and the small boat they are using.

Marine Law Chief Thomas Tutii said the captured crew is being held inside one of the boats with tightened security to prevent their escape.

Tutii said they will file Illegal Fishing, Illegal Entry, and other charges against the Vietnamese crew of the three boats.

“We don’t have an interpreter yet who knows the Vietnamese language, “said Tutii, while appealing for someone who has knowledge of the language to come forward and help interpret for the Vietnamese in court.

The Marine Law Chief also disclosed that they have already contacted the Ministry of State (MOS) so it gets somebody from the Vietnamese Embassy in the Philippines to come to Palau to settle the matter.
On November 5, 2014, three Vietnamese fishing vessels with 38 crew were apprehended by Palau authorities off the Velasco Reef in Kayangel State. Prior to that, on October 28, 2014, two Vietnamese-crewed boats were captured in waters of Airai State.

In March of this year, Palau apprehended eight Vietnamese fishermen illegally fishing at Ngeruangel Conservation Area.

MIHAMA RETURNS TO PALAU

The Japanese fishery patrol vessel “Mihama” has returned to Palau to monitor and patrol Palau’s waters under a prior agreement between the Palau and Japan governments.
The “Mihama” first arrived in Palau in the early part of October. After two weeks of patrolling Palau’s exclusive economic zone (EEZ), the ship departed Palau on October 13, 2014.

According to a Marine Law official, the ship went to international waters and returned back to Palau to resume its patrol duties in collaboration with the island nation’s maritime authorities. The ship was spotted docked at the Malakal Port two weeks ago.

The official added that while here, “Mihama” conducts patrol operations together with the patrol boat PSS Remeliik. The official did not say until when the “Mihama” stays in Palau.
A high-ranking official of the national government said that the “Mihama” came here under a ship rider agreement between Japan and Palau.

Islands Times tried to contact the Japan Embassy here to inquire about the mission of the “Mihama”, but was directed to get information from the Palau Government.

Built in 2001, the “Mihama” belongs to the Fisheries Agency of Japan. The ship weighs 499 tons and is 64 meters long.
The ship is tasked to monitor Japanese long line tuna fishing fleets to ensure they are not over fishing. The “Mihama” is also responsible for inspecting Japanese fishing fleets in the Atlantic Ocean.

The “Mihama” was involved in the rescue of seven drifting fishermen from the Philippines who were found 145 nautical miles (NM) southeast of Palau on October 5, 2014. The “Mihama” towed the Filipino vessel before turning it over to the PSS Remeliik which brought it and the fishermen to the Malakal Port two days later.

今日は朝からフィジーのイノケ外相(在日大使をされていた)に「日本は中国とインドに対して悪魔の行いをしてきた。二度と両国と友人関係にはなれない。」とTWされてショックを受けている。

日本が旧植民地で何をしてきたか。
新渡戸稲造が「植民者としての日本」という英文のペーパーを出している。1912年だ。
当時、既に日本への批判、猜疑心が米国の中に生まれていたようだ。

新渡戸によれば、当時台湾は李鴻章から、首狩り族と麻薬と、強盗だらけで、決して統治できる代物ではない。日本は気の毒である、とまで言われているような状況であった。
日本はこの状況を数年で改善し、台湾の北から南まで、女性一人で旅をしても大丈夫な程安全な場所にした。
新渡戸は、首狩り族対策、強盗対策、麻薬対策、衛生改善等々、李鴻章が統治不可能と言った問題を日本がどのように解決して行ったのか詳細に述べている。

日本統治前の台湾では、強盗は体格がよく、店の前に立って商売の邪魔をしていた。これに困った商人はお金で解決していた、という。新渡戸は同様な光景を満州でも見た、と書いている。

新渡戸稲造の植民地論でアダム•スミスを参考にしている事があまり、というかほとんど議論されていないようである。この"Japan as a Colonizer "もあまり引用されていなように思うが、当方の勘違いであって欲しい。

日本が悪魔的行いをしたかどうか、という問題よりも、そのような情報が外相レベルに浸透している事を日本は憂慮すべきである。

違法操業取締の実態 [2014年11月12日(Wed)]
昨日書いた、パラオでのベトナム漁船の逮捕。
違法フィリピン漁船もそうだが、当然ながら登録していない。
入漁料なんか払っていない。
しかも、パラオにベトナム、フィリピンの大使館はない。
そうすると、パラオ政府がこれらの漁師の宿、食事、着替え、健康管理、帰国の算段等々負担しなければならなくなる。
実は以前よりこのような違法操業はあったが、逮捕しても勾留する場所も人手もお金もない、という現実が島嶼国にはある。
よって、逮捕しない、という選択肢が出て来る。

では逮捕して罰金をたくさん取れる漁船はというと、真面目に登録した漁船である。
しかもお金のある先進国の漁船。即ち日本の漁船である。
最近の例では、資源枯渇とはほとんど関係のないような、例えば混交物の記載漏れなどで、数千万から億単位の罰金を課された日本の漁船があると聞く。
この水産会社は地元の経済が潤うように、本来なら必要のない現地での水揚げ作業場、営業ルートを支援してきたらしい。現地の雇用促進や現地経済に落ちるお金は島嶼国にとっては大きな額である。
しかし、厳しい取締と多額の罰金は同社の支援意思を削いでしまったようだ。

違法操業、そしてその取締。国際問題でもあり、その様相は複雑でケースごとに精査していく必要がありそうだ。
インド洋太平洋を守った日本帝国海軍ー伊吹だけじゃあなかったのよ [2014年11月11日(Tue)]

オーストラリア西部で開催されたアルバニー船団式典に海上自衛隊の「きりさめ」が招待され、サンキューという言葉もあったという事である。
第一次世界大戦でヨーロッパに向かうANZAC船団を護衛した「伊吹」ばかりが取り上げられるが、実は英国海軍がヨーロッパシアターに引き上げてしまい、太平洋なかりでなくインド洋、すなわち英国領及びオランダ、フランス領土も守ったのは日本帝国海軍であった。

本当はこのテーマはあまり関心がなかったのであるが、左翼化した日本のガクシャが、ミクロネシア諸島は火事場泥棒のように日本が占領した、と書いていたのを読んで、唖然。先日、平間洋一先生の『第一次世界大戦と日本海軍 ー外交と軍事との連接』を読みなおした。ついでに参考文献にあった"Blue Water Rationale"というニュージーランド海軍史も手に取った。
アルバニー船団の出発が11月1日になった理由はご存知でしょうか?ニュージーランドがドイツに襲われるのが怖くて日本の伊吹が来るまで出発を延ばしたからです。当時のニュージーランド艦船、ドイツ艦船に出くわしたら5分で沈没、と言われていたそうで。

下記、平間先生の本から日本帝国海軍の活躍ぶりを書き出してみます。

9月7日 シャルンホルストとグナイゼナウが英領ファニング島(現キリバス)の通信所を砲撃破壊、海底電線を切断

ドイツ東洋艦船包囲のため英国海軍の要請に応じ戦艦薩摩、巡洋戦艦鞍馬•筑波、巡洋艦浅間•平戸•矢矧•日進•春日•出雲、駆逐艦山風•海風をカナダから南太平洋に派遣。

エムデンの対処にインド洋に巡洋艦船伊吹、巡洋艦筑摩•日進を送る。

ドイツ軍は太平洋にあまり出没しなかったが、それはドイツ海軍史によると日本が恐くて出て行くのを止めたそうである。日本帝国海軍の抑止力効果は大きかった。

それからここが大事。豪州海軍及び国家は人種差別的な、失礼な態度を日本帝国海軍に取り続けた。誤報、抜け駆けは当たり前。加えて助けに来た矢矧に西部豪州で発砲までしている。
ああ、情けなや、豪州王立海軍。これぞ棄民の姿か。今もその面影は十分ある。
当初、日本側は南洋諸島を領有する意思はなかったようだが、このような無礼千万な豪州の対応と、英国海軍がドイツにやられっぱなしで日増しに日本帝国海軍の助力を必要とする中で、南洋群島の領有は当然、と考えるようになった。また英国もこれだけ日本の軍事援助をもらったからには南洋群島位は差し出さないと納まりがつかない、と思ったようだ。

10月初旬、日本帝国海軍は次から次へとミクロネシアのドイツ領を占領。
豪州がミクロネシア諸島を占領しなかったのは同諸島が旱魃で食料不足であり、もし豪州が占領すれば住民に食料を与える責任が生ずる。よって通信基地があったヤップだけを占領(実際には攻撃しただけ)すればよいとの判断。しかしドイツ軍は通信施設を修復し通信を再開。そこで日本軍がこれを占領しヤップも日本が一時占領する事となった。
日本帝国海軍は占領したミクロネシア諸島の子供達に早速教育を開始しているのである。勿論食料も補給したのであろう。
日本軍は新渡戸稲造から植民地論をしっかり学んでいたのではなかろうか。

だから日本のガクシャさんが日本の南洋占領を火事場泥棒というのは、無知なのか、非国民なのか。。こちらも ただただ、ああ、情けなや。
日本財団供与監視艇がパラオで活躍 ベトナムの違法船を拿捕 [2014年11月10日(Mon)]
日本財団が供与した監視艇Kabekel M’tal とinflatableの監視艇が11月5日、住民からの通報を受けてパラオ北部のカヤンゲル州に向かい、3隻のベトナム船と38人の乗組員を逮捕。
船内にはナマコ、タイマイ、ロブスターの他にダイナマイトが4つ隠されていたという。
パラオでは10月28日にアイライ州で28名のベトナム船員を逮捕したばかりである。

以上は下記の記事からですが、当方が10月にパラオ入りした際もフィリピンの違法船が拿捕され港にありました。氷の下にマグロが沢山隠されていたそうです。また台湾漁船を海賊が襲うという事件もパラオEEZ内であったそうです。海賊は初めてのケースだとか。

違法操業が増えた、というより、今まで放置されていたのかもしれません。それがここに来て、沿岸用監視艇が供与され、大統領も違法操業を優先課題に上げ、日米豪の関心も高まり。。。これは憶測です。

日本財団の供与艇が活躍した事も、取締が厳しくなる事も良い事だとおもいますが、パラオの海洋法執行官は24名(正確な数字ではありません)。日米と比較してみましたが、パラオの執行官一人当たりのEEZ負担は70〜90倍。

Three Vietnamese Boats Detained For Illegal Fishing In Palau
Vessels captured in Kayangel State following citizen tip

KOROR, Palau (Island Times, Nov. 7, 2014) – Three Vietnamese boats with some 38 crew were apprehended by Palau authorities on Wednesday, November 5, 2014.

Bureau of Public Safety (BPS) Division of Marine Law Enforcement Chief Thomas Tutii said they received a call around 9:15 Tuesday from a concerned citizen regarding the presence of three foreign fishing vessels at Velasco Reef in Kayangel State.

He said that they immediately dispatched to the area three boarding parties aboard the Kabekel M’tal patrol vessel and the new inflatable patrol vessel donated by Nippon Foundation.

Tutii said the DMLE was assisted by personnel from the Division of Fish and Wildlife, Division of Drug Enforcement, and Kayangel Rangers.

The DMLE Chief said that later that day they received another report informing them that there were five boats in the area.

"We then dispatched the PSS Remeliik to assist in the operation," Tutii disclosed.

Tutii said the three Vietnamese fishing vessels were apprehended by the patrol boats around 3:00 in the afternoon of Oct. 5.

"Because of the later report that five boats were in the area, we made an aerial survey aboard the Palau Mission Aviation plane to make sure no other boats escaped. Except for the three earlier captured, we did not see any other foreign fishing vessel there," he said.

Tutii said that the Vietnamese boats were carrying sea cucumbers, 2 Hawksbill turtle, and live lobsters when caught.

Tutii said that they also discovered four dynamites in the Vietnamese boats. A team will go to the boats today to check for gunpowder and other explosives," he said.

He said the boats were escorted to the Marine Law Dock where they are anchored and tied up.

The 38 Vietnamese, many of them in their early 20’s, were checked by personnel of the Communicable Diseases Unit (CDU) of the Ministry of Health (MOH) yesterday morning at the abai near the Marine Law building.

Tutii said that a team will go aboard the Vietnamese boats to check and document the sea cucumbers and other stuff aboard them.

He said that they are planning to file Illegal Entry, Fishing Without a Permit, and other charges against the Vietnamese fishermen.

Quảng Ngãi is a province in the South Central Coast region of Vietnam, on the coast of South China Sea. It is located 883 kilometers (549 mi) south of Hanoi and 838 kilometers (521 mi) north of Hồ Chí Minh City.

In a brief interview, the fishermen stated that they came from Quang Ngai Province in the southern part of Vietnam

The apprehension of the three Vietnamese boats came in the heels of the capture of two Vietnamese vessels with 28 crew off Airai State on October 28, 2014.

In March of this year, Palau apprehended eight Vietnamese fishermen illegally fishing at a protected area in Kayangel State. The fishermen, who were also from Quang Ngai Province, were later released and repatriated back to Vietnam after they pled guilty to illegal fishing and received one year suspended sentence.
